My ex reached out to me and sent a really nice message

I was telling my boyfriend that my ex reached out to me and sent a really nice message. He wrote “Just wanted to say that I’m sorry I was an asshole years ago when we broke up, I know I never told you but you really were my first love. You deserved better than me and I’m glad to see you’re happy now.”

My boyfriend says this is a dude’s way of weaseling back in to a girls life. Is this guy being a weasel?
